It’s kind of congealed and sticky. My best guess is either a new or old coolant leak (it’s right under the thermostat hose). Best case scenario is that it’s really old, because the coolant I’ve used after having the thermostat and hoses replaced is green, but prior to that it was probably orange Dexcool.

Keep in mind that this car blew its hose at least four times before I figured out the cause, so it’s had coolant everywhere at one point or another.

Clean it off; see if it comes back. Check fluid levels, too.

I think it’s coolant. Maybe mixed with an oil film if the engine has ever leaked.

Well, it’s a Jag, so the odd of it having leaked oil at some point are pretty high. :/

If you want you can go borrow a coolant system pressure tester from Autozone/Advance and double check.
